Our Mission, Vision & History

The Anambra State Ministry of Lands was established to manage and regulate all land-related matters in the state, in line with the Land Use Act of 1978 and other relevant statutes. Our mandate is to ensure orderly land administration, secure land tenure, and promote sustainable land use for the socio-economic development of Anambra State.

Our History

Established in 1991 following the creation of Anambra State, the Ministry has evolved from a manual, paper-based operation to a digitally enabled institution. Key milestones include the introduction of the Land Information System (LIS) in 2015, the digitization of land records in 2018, and the launch of the online C-of-O application portal in 2021. Today, we serve over 120 communities across 21 local government areas, with a commitment to continuous improvement.

Honourable Commissioner

Appointed in 2022, Hon. Okonkwo brings over 25 years of experience in land surveying and administration. He is driving the Ministry's digital transformation agenda.

A seasoned civil servant with expertise in land policy and governance, Mr. Eze ensures the smooth day-to-day operations of the Ministry.

Director, Land Administration

Mrs. Nwankwo oversees land titling, registration, and C-of-O processing, with a focus on customer service excellence.

Director, Survey & Mapping

A licensed surveyor with extensive field experience, Surveyor Ani leads the team responsible for all survey and mapping activities.

Our Journey

    Establishment of the Ministry · 1991

    The Ministry was created to manage land affairs in the newly created Anambra State.

    Land Use Act Implementation · 1992

    Full implementation of the Land Use Act, including the establishment of the Land Use and Allocation Committee.

    Introduction of Land Information System · 2015

    Launch of the first digital land records system to improve data management and service delivery.

    Digitization of Land Records · 2018

    Completed digitization of over 50,000 land records, making them easily searchable and secure.

    Online C-of-O Portal · 2021

    Launched the online application portal for Certificates of Occupancy, reducing processing time by 40%.

    Land Dispute Resolution Framework · 2023

    Established a dedicated mediation unit to resolve land disputes amicably, achieving a 98% resolution rate.
