To empower Anambra’s youth with the skills, opportunities, and support they need to become self-reliant and productive citizens, while simultaneously delivering high-quality public infrastructure that drives economic growth, improves mobility, and enhances the quality of life for all residents.

Our History

The Ministry of Youths and Works was established in 2022 by Governor Chukwuma Soludo as part of a bold restructuring of government to better align human capital development with infrastructure delivery. Recognizing that youth empowerment and public works are deeply interconnected, the Ministry was created to break down silos and ensure that infrastructure projects also serve as platforms for youth training, employment, and entrepreneurship. Since inception, the Ministry has overseen the construction of over 200 kilometers of roads, trained more than 5,000 young people in vocational skills, and facilitated the creation of hundreds of youth-led enterprises.

Leadership Note

Hon. Commissioner: Dr. Adaora Nwosu

Dr. Nwosu is a civil engineer and youth development specialist with over 15 years of experience in public service and the private sector. She holds a PhD in Infrastructure Management from the University of Nigeria, Nsukka, and has previously served as the Managing Director of the Anambra State Road Maintenance Agency. Her vision is to create a Ministry that is both efficient and empathetic — delivering roads that last and programs that transform lives.
